EXECUTIVE SUMMARY
The Andrew Young School of Policy Studies at Georgia State University proudly introduces its new
strategic plan, Leading with Purpose: The Strategic Plan for the Andrew Young School of Policy Studies, 2025-2033.
This forward-looking plan re昀氀ects a decisive response to the rapidly evolving landscape of our society and
technological change. Developed at a critical juncture marked by digital transformation, shifting workforce
dynamics, and pressing societal challenges, the plan reaf昀椀rms the school’s mission to cultivate ethical, skilled
leaders who will shape a more equitable and prosperous future.
Inspired by the enduring legacy of Ambassador Andrew Young, the plan is anchored in the school’s longstanding commitment to interdisciplinary excellence, community engagement, and public impact. It is also
deeply connected to the civic energy and cultural richness of Atlanta, positioning the school to lead in both
local and global arenas of policy and public service education.
The strategic plan outlines three core priorities. First, “Transformative Learning for a Changing World”
emphasizes reimagining academic programs through experiential learning, digital 昀氀uency, and real-world
problem-solving. This approach ensures that graduates are equipped not only with academic knowledge, but
with the adaptability and con昀椀dence to lead in complex, dynamic environments. Second, “Research Innovation
with Public Purpose” seeks to enhance the school’s role as a hub for impactful, policy-relevant scholarship
through expanded cross-sector partnerships and strategic investment in key areas such as public health,
arti昀椀cial intelligence, sustainability, and community resilience. Third, “A Thriving Community” focuses on
fostering a welcoming, supportive environment where all students, faculty, and staff can grow, contribute,
and belong.
This plan is the result of a collaborative process that began in early 2024 with the appointment of Thomas
J. Vicino as the eighth dean of the Andrew Young School. It re昀氀ects extensive input from faculty, students,
alumni, and civic leaders, ensuring it is grounded in shared values and forward-looking perspectives.
As the Andrew Young School approaches its 30th anniversary, this strategic plan charts a bold course—
one that embraces innovation and impact to prepare tomorrow’s leaders and strengthen communities in
Atlanta and beyond.
